Low search visibility and difficulty finding active niche communities

My small business website is stuck on the third page of search results and I cannot figure out why. I have tried basic social media posts and blog updates, but nothing seems to move the needle. I keep hearing that organic outreach and mentions on relevant boards are key, but I do not have the time to find active communities and engage meaningfully. It feels like I am shouting into a void. Does anyone have advice on how to build a better reputation and get more eyes on my site without sounding like a spammer?
